Delivery System Performance


Sandra Karseras
Sandra L. Karseras, RN, MBA – Senior Director, Performance Improvement

Sandy joined Vizient Southeast in June 1997 and is responsible for accreditation services to assist member organizations with survey preparation and ongoing consultation for compliance and maintenance of The Joint Commission (TJC) standards. In addition, she serves on the Vizient/Vizient Southeast Advisory Council and is the Vizient Southeast liaison to The Joint Commission at the national level for the Vizient Southeast Virtual System Survey Program, a sequential survey process for member organizations.  Ms. Karseras has also led the way in developing mock survey strategies for use by member organizations nationwide according to their needs. Under her direction, Vizient Southeast has led this initiative with implementation of one of the strategies, reciprocal mock surveys.

Sandy has over twenty years nursing experience in medical-surgical, obstetrical, critical and ambulatory care settings as well as extensive healthcare management experience in both clinical and non-clinical settings. Prior to joining Vizient Southeast, Sandy was a Director of Quality & Risk Management where she successfully led her organization in the achievement of Accreditation with Commendation, the highest performance recognition awarded by the Joint Commission.

Sandy, a Certified Professional in Healthcare Quality, holds a Bachelor of Science in Nursing, a MBA in Health Care and is currently licensed in Florida as a Registered Nurse and a Health Care Risk Manager.


Todd Tassinaro
Todd Tassinaro – Senior Director, Information Technology

Todd joined Vizient Southeast in 2008 and is responsible for the overall planning, organizing, and execution of all IT functions within the organization. Todd has a focus on business intelligence and data analytics to enhance member performance in the clinical, operational and patient perception domains. He oversees the design, development and delivery of public web content as well as a private member portal, and has responsibility over data security and disaster recovery. Todd also works directly with Vizient Southeast members in a variety of quality, benchmarking and performance improvement initiatives.

Prior to joining Vizient Southeast, Todd worked with In.vision Research Corporation, a software development company specializing in imaging, desktop publishing, content management and workflow systems. Todd has over 20 years of experience managing databases and information systems working with customers in banking, utilities, insurance and pharmaceutical industries. Todd has also worked with government customers in the US and abroad including the US Office of Naval Intelligence and the Department of the Taoiseach in Dublin, Ireland.

Todd is a graduate of Tulane University with a degree in Psychology.


Theresa Sullivan
Theresa Sullivan, COL (r), RNC, BSN, MSN, MS, CPHQ – Senior Director, Accreditation Services

Theresa joined Vizient Southeast in August 2018 and is responsible for accreditation services to assist member organizations with ongoing compliance and survey readiness for CMS/State federal regulatory requirements and accreditation organization standards and surveys.

Theresa has over 34 years of nursing experience; her background includes medical surgical nursing, obstetrics and regulatory compliance. Theresa also has extensive management and key leadership experience. She served 32 years of active duty service as an Army Nurse Corps officer and retired from the military in 2014 with the rank of Colonel. During Theresa’s military career, she was the Deputy Commander for the Joint Task Force-Bravo Medical Element in Honduras, deployed to Iraq in support of Operation Iraqi Freedom as the Chief Nurse Executive of the 28th Combat Support Hospital and deployed to Afghanistan in support of Operation Enduring Freedom as the Deputy Commander for Nursing and Chief of Clinical Operations for all US and NATO Medical Forces. Theresa also served as the Hospital Commander of Fort Leonard Wood Army Community Hospital, Missouri and as the Chief Nurse Executive for Tripler Army Medical Center and the Pacific Region. After retirement from the military, Theresa served as the Assistant Vice President of Clinical Operations, Regulatory Compliance and Patient Safety with a hospital system in West Central Florida where she implemented several clinical initiatives that were identified as Best Practices for the healthcare organization, which improved clinical performance and enhanced the quality of care delivered to patients.Prior to joining Vizient Southeast,

Theresa graduated from Rutgers University with a Bachelor of Science in Nursing and was a Distinguished Honor Graduate of the Army Reserved Officer Training Course. She attended the University of New Mexico and received a Masters of Science in Nursing Administration and has a Masters Degree in Military Science from the US Army War College. Theresa is certified in Obstetric Nursing through the National Certification Corporation, Certified Professional in Healthcare Quality (CPHQ) and is currently licensed in the State of Florida as a Registered Nurse and Health Care Risk Manager. Theresa is a member of Who’s Who of Nursing, and Sigma Theta Tau and was the 2014 Army Nurse Corps Officer of the Year.


Ann Grant
Ann Grant, RN, MHCA – Director, Performance Improvement

Ann joined Vizient Southeast in August 2007, and is a member of the Accreditation Services Team responsible for assisting member organizations with survey preparation and ongoing consultation for compliance and maintenance of Joint Commission standards. Ann has nearly forty years of experience in a variety of healthcare settings, to include 12 years acute care nursing experience in med-surg and critical care nursing and she has 13 years home care experience as a home care administrator and home care consultant. Most recently, Ann served over four years as Quality Manager for a proprietary, community-based, hospital in Florida.

Ann received her Bachelor’s in Nursing from the University of Maryland in 1978 and her Masters in Health Care Administration from Bellevue University in 2005. Ann is a Certified Professional in Healthcare Quality (CPHQ) and is licensed in the State of Florida as a Health Care Risk Manager (LHRM).


Thomas Rowe
Thomas C. Rowe, CPA, MBA – Director, Performance Improvement

Tom manages data analysis services for benchmarking efforts to assist member hospitals in financial and quality improvement efforts, and to help ensure the quality of data in multiple comparative databases. He provides critical benchmarking insights to support system-wide collaboratives. Tom also works directly on performance improvement initiatives with the Vizient Southeast members with a particular emphasis on operational improvement.

Tom joined Vizient Southeast in 1997. Prior to joining Vizient Southeast, Tom served in analytical and data management roles with Quest Diagnostics and All Children’s Hospital. Prior to his tenure with All Children’s Hospital, Tom worked as a Medical Technologist at Bayfront Medical Center performing clinical testing in all areas of the laboratory.

Tom holds Bachelor of Science degrees in Medical Technology and Accounting and a Master’s degree in Business Administration from the University of South Florida. Tom is currently licensed in the State of Florida as a Certified Public Accountant and as a Clinical Laboratory Supervisor in Hematology, Chemistry, Immunohematology, Serology, Microbiology, and Molecular Pathology.


Susan Kommuck
Susan Kommuck – Manager, Performance Improvement

Susan joined Vizient Southeast in May 2010, and is responsible for accreditation services to assist member organizations with survey preparation and ongoing consultation for compliance and maintenance of accreditation and certification operations.

Susan has nearly fifteen years experience in quality and risk management in a variety of healthcare settings, including the past nine years as the Performance Improvement Specialist for one of Vizient Southeast member hospitals with primary responsibility for day to day performance improvement activities and compliance with accreditation and regulatory requirements.

As a Registered Healthcare Safety Officer, with extensive background in Life Safety and Infection Control, her responsibilities have also included oversight for Environment of Care activities. Susan also has extensive experience in case management, risk management and medical records, as a reviewer and coder.

Susan received her Bachelor’s in Science from Nova South Eastern University and is a Certified Health Care Risk Manager and Certified Professional in Healthcare Quality (CPHQ). Susan is currently working on her Master’s in Adult Education.


Lisa Place
Lisa Place – Manager, Performance Improvement

Lisa joined Vizient Southeast in May 2015 and is responsible for accreditation services to assist member organizations with survey preparation and ongoing consultation for compliance and maintenance of Joint Commission standards and federal regulations.

Lisa has thirty years experience in a variety of healthcare settings including 9 years acute care nursing experience in med-surg and critical care nursing as well as in education and nursing visits in a group model HMO. Lisa has 12 years home care experience as a Quality Improvement Supervisor and Director of Nursing for private and hospital based home health programs. She had the primary responsibility for day to day patient care and compliance with accreditation and regulatory requirements.

Most recently, Lisa served over eight years in accreditation roles at two community-based hospitals in Florida. Her responsibilities included oversight of performance improvement activities, patient safety activities and all accreditation and CMS regulatory activities for the hospitals. She also acted as Stroke Coordinator for one of the hospitals and was responsible for maintaining The Joint Commission Disease Specific Certification in Stroke.

Lisa received her Bachelors of Science in Nursing from the Cedarville University in 1985 and her Masters in Management and Leadership from Webster University in 2007.


Yasin Junaideen
Yasin Junaideen, MSEM – Manager, Performance Improvement

Yasin joined Vizient Southeast as a Consultant in Performance Improvement in November 2013. In this role, he works to develop and deliver data analysis to support decision-making regarding VSE collaboratives and member specific clinical and operational performance.

Prior to joining Vizient Southeast, Yasin held a co-op position in the Quality Engineering department of Aerosonic Corporation, a manufacturing company in the aerospace industry. At Aerosonic, Yasin was responsible for gathering and analyzing data to determine causes of production inefficiencies. He also contributed to the streamlining of product test procedures.

Yasin holds a Bachelor of Science in Industrial and Management Systems Engineering and a Master of Science in Engineering Management from the University of South Florida. Yasin has also earned a graduate certificate in Technology Management.


Keith Sequeira
Keith Sequeira – Business Intelligence Specialist

Keith joined the Vizient Southeast team as a Business Intelligence Specialist in July 2017. He provides in-depth technical expertise thorough coordination, implementation and delivery of Performance Improvement and Business Intelligence initiatives. In his role, Keith manages the ETL processes to transform raw data into report-ready form as well as the integration with reporting environments and front-end interfaces.

Prior to Vizient Southeast, Keith served in multiple software development and process improvement roles at Verizon Communications Inc.

Keith holds a Master of Science in Management Information Systems from Oklahoma State University.


Zakary Maksymow
Zakary Maksymow – Consultant, Performance Improvement

Zakary joined Vizient Southeast in April 2018 as a Consultant in Performance Improvement. In his role, he works closely with Vizient Southeast staff and member organizations to identify reporting needs to support decision-making regarding hospital clinical, operational, and/or financial goals. He provides detailed data analysis to advise Vizient Southeast members of performance recommendations.

Prior to joining Vizient Southeast, Zakary held a full-time internship at Publix Supermarkets. At Publix, he worked at the distribution center and was responsible for analyzing current distribution processes, procedures, and workflow; identifying and resolving bottlenecks to maximize efficiency.
Zakary holds his Bachelor of Science in Industrial Engineering from the University of Central Florida.


Healthcare Delivery System Transformation


Moise Plancher
Moise “Moses” Plancher, MBA, LPN – Manager, Healthcare Delivery System Transformation

Moise joined Vizient Southeast in May 2016 and supports member hospitals with developing short and long term strategies to ensure a competitive and successful position in the transforming healthcare environment. He assists with providing solutions in organizational strategy, clinically integrated networks, reducing unwarranted clinical and operational variation, value-based programs, payer contracting & reimbursement, governance & legal considerations and network development.

Prior to joining Vizient Southeast, Moise managed Medical and Behavioral Health Utilization Management (UM), Physician Review services, and Appeals & Grievance departments for multiple Managed Care Organizations (MCO) across the country. He is an experienced acute care psychiatric and home care professional. He has a track record of leading, implementing and managing new programs and projects, process improvement, and healthcare delivery system applications. Moise is experienced in working with providers and organizations to align models that will assist clients navigate through fragmented systems of care. He is skilled in building, improving and optimizing business solutions through an interdisciplinary approach.

Moise holds Bachelors of Arts (BA) degrees in Psychology & Gerontology from the University of South Florida and a Master’s degree in Business Administration (MBA) from Liberty University. Moise is also licensed in the State of Florida as a Licensed Practical Nurse (LPN).


Sarah Langel
Sarah Langel, MHA – Consultant, Healthcare Delivery System Transformation

Sarah joined Vizient Southeast in June 2018 as a Consultant in Healthcare Delivery System Transformation. In her role, she advises and supports our member organizations with respect to the strategies related to development and creation of Clinical Integration, Bundled Payments, Co-management, Patient/Person Centered Medical Home, Accountable Care Organization, Population Health Management, Perioperative Surgical Homes, or other similar healthcare transformation activities.

Prior to joining Vizient Southeast, Sarah had an internship at Florida Hospital Tampa in Performance Improvement. At Florida Hospital, Sarah worked to implement best practice standards to reduce blood culture contamination rates using Lean/Six Sigma, streamlined the identification process of patients with Obstructive Sleep Apnea, and worked to develop a comprehensive action plan to reduce patient harm associated with the disease. Sarah is experienced working with physicians and the healthcare team to improve the delivery of care to achieve cost effective, quality medical care.

Sarah holds a Bachelor of Science (BS) in Human Physiology from the University of Iowa and a Master Degree of Health Administration (MHA) from the University of South Florida.
